Giss for sure. All climate data is being manipulated constantly, overwhelmingly by the Warmist camp who are fighting a losing battle against real observations. Their need is vastly greater than any deniers need to falsify data.
Tristanc and his constantly posted graph showing consistency with the models is the perfect example. The opposing contradictory graphs have also been posted, showing clear divergence from the majority of the models. Posted so many times in fact, that it is pointless to post them again. The pause has been acknowledged and cannot be argued against, though some on here have been trying to.
