I lived in Europe for a decent amount of my life (was born there).
You need to realise that there are 2 main hubs in Europe which are England and Germany.
These two countries are so much more economically advanced in comparison to the other countries. You can easily regard them as equals to Australia. They have good infrastructure and roads which can support a large number of cars.
In terms of the other European nations, many of these people are poverished and drive bicycles, a lot of villages barely have water and electricity (not over exaggerating either). Those who can afford a car (usually more than 20 years old) dont drive it very often or very far. Whats worse they dont have the infrastructure to upkeep the roads so you are bound to find a lot of potholes around, need to drive very carefully. These countries really heavily on public transport, in the cities they use trams a lot.
You also have to remember that the UK has a lot colder weather being in the northern part of europe. As a result a lot of their roads are full of snow and ice. Easy way of making accidents.
My last point is the fact that UK and Germany are also much more wealthier, they can afford to pay lawyers to represent them, the locals in other countries dont have the money to spend on whip lash claims, they keep their head down and continue to work.
