I think the Puntland leaders have lost faith in Range's ability to get any deals strung together. It is becoming evident that in order to attain exploration rights large corps. such as KNOC and CNOOC are bypassing the middleman and dealing directly with the administration itself and why wouldn't they? Range have no real legal backing. Puntland chopped Range's exclusive rights in a blink of an eye and will/or have cut them out completely. I also believe the ICU are being cut in somehow.
