The point is the product that is available and is being built today, which just shows how far behind the eight ball we are and will be. (Nothing to do with the $43b we had already committed to building the NBN.)

The Capex for Labor's NBN according to the Libs Strategic review dated December 2013 was $43b.
The difference in population density was irrelevant because we had already committed to spend $43b to install fibre to 93% of homes.
