Presumably the Tiof tension leg platform will have its own production facilities and will use the Helene only for oil storage and tanker transfers.
If you look at the diagram shown in thw Woodies half Yearly, there is an export pipeline to heading south to BH. This is consistent with previous expectations that the oil may well be flowed to BH. However, a separate FPSO is not out of the question yet as I don't believe the TLP has its own production processing capacity.

"Phase 1 developed of Tiof will be designed to tap between 40 and 60 m bbl of reserves with first oil scheduled for 2009. Further potential for subsea tiebacks of additional reserves is also foreseen, with phase 1 production at up to 50,000 b/d of oil, producing either through a pipeline to the Chinguetti FPSO, or via a dedicated floating storage and offtake vessel."
