I put it to you that you are playing the politics of envy.
Of course the rich should pay their fair share, thats a given, but the accumulative effect of the cash economy problem would IMO dwarf the said issue of super rich folk avoiding tax.
What do you say of the wealthy middle class running asset rich family trusts, doleing out $15 grand a year to the non working wife and another $15k each to the two kids? Seriously tax avoidance is everywher and one would ultimately hope that if it could be fixed then the burden on the honest payg working poor could be lifted.
Of course I won't be holding my breath.
