    The scheme, which uses “active value capture”, depends on allowing the private sector to make money out of land development around train stations and thus contribute to building and operating the railway.
    “It begins by finding the best route for rail based on the best redevelopment potential along the line. It would ask the private sector to locate these as they know most about urban land development,” he said.
    “They would compete on the ability to provide the most funds into helping build and operate the rail line.”
    Prof Newman said the new approach was “warmly received” by Mr Turnbull.

    Why arent I laughing dex ,that you fail to mention col's fully funded fully costed rail projects,which apparently dont have funding and arent fully costed?
