OGX v Broker

I have a friend who is loaded ( millions ) and puts lots into the stock market, I have been in his ear about OGX and while he is not the sort of guy who will not take a risk, he will never invest without his stock brokers blessing. He has put OGX up to her a few times now and always gets the same reply " if they are not making money, forget it " . I am yet to convince him and when he looks at OGX he thinks it all looks good but won't go without the brokers approval. Is this the normal sort of experience people are having with brokers or is my friends broker just extra cautious? It does make me wonder just how much brokers are holding OGX back ?
