"How long would it take to get the investment/expenditure return?"
This VFT idea has been there for decades but no group of private enterprises had attempted to start the project on their own initiative because of the long lead time (probably decades) for a return on capital.
It is a nation building project. We should not leave it totally to private enterprises to make it happen, because all they care about are Profit & Loss and adequate Rate of Return on capital invested and no long pay-back time for the capital invested.
