FWIW,
I saw an interview on realvision.com last week and in a side note to the main conversation the interviewee talked about some of the obscure Japanese regulations surrounding their nuclear industry.
To re-start a nuclear power plant in a particular city it needs the approval of the local mayor. Thus the restart of each power plant relies heavily on local politics and the sentiment that locals have toward the risk of an operating facility nearby (NIMBY'ism).
The two recent earthquakes in Japan, in addition to being tragedies for all those affected, will undoubtedly have implications for the re-start of additional plants if local body politics are involved.
As far as the Chinese building a large number of nuclear reactors; whilst it may be great for future U demand it certainly fills me with dread when I see the quality of many Chinese construction projects and exported products in recent years along with their apparent deficient cultural ethical standards.
