People probably don't realise that Keating was the brains behind the Hawke government but Hawke was the people's PM.
Howard was fortunate to be in government during a unprecedented boom world and Australian economy, add to that selling major Australian assets Howard was throwing money around at each election. I doubt Howard would rate so well if not the the circumstances we were in at the time
