In reply if the chinese came in yes they could use their personnel in the cheif positions it happens in the offshore oil and gas construction projects ie project managers + design.so I couldn't see why it wouldn't happen here, as for workers on the ground well the bigger your bank role the more workers you'll get...and as for matarials I couldn't see why they couldn't come from overseas in fact the production plant could come pre fab...
just an opinion of course!
