anyone can intend to do anything... I could intend to win the 100m sprint at the Rio this year. Intends is a transitive verb that signifies the intention of one party or persons actions.
confidence however implies a faith or belief in the actions of another party - i.e. I am pretty confident the AOC's guidelines and policies wouldn't let me compete at Rio.
as for using 'should'. Well, what would you prefer? Could? I assume not. And you certainly CANNOT state will unless you want to put yourself in the litigation firing line.
The only red flag seems to be your appreciation of grammar. If you wanted to crawl under the skin of the investors here you needed just say "meh, nothing to see here folks ... everything we already knew"
