Q, imo you make a valid point, except that as you say the last CR resulted in a huge shortfall, so why would a CR this time be more successful (unless offered at a very significant and dilutionary discount)?
Personally I never believe a CEO if they say a CR is on the cards, I normally assume it will happen simply by looking at cash burn rate & commitments vs cash balance & doing the math.
The best result for all will be if the debt can be re-structured. I don't need Dom to tell me he will be working on that - I'm sure they will re-negotiate it if at all possible. A CR is a distant second as an option, and if then the best outcome would be if a cornerstone investor came on board.
