JCR definitely manufacture it, but I am not sure what is involved in terms of funding the manufacturing. There may (just guessing) be some sort of re-charge that JCR send back MSB's way - but either way ... its probably the best category of expense to see increasing... and pleasing to see the 'other expenses' decrease by 30%.
Not sure about you guys, but I felt worse when the SP went up to $3 and I did not get my fill of shares. The SP coming down to low $2's has allowed me to get my fill at a good price.
