I think their hope is that the pre orders will put cash in the bank to rollout the manufacturing.
All pre orders are paid orders.
If you sell 1 million of these there is a good chance you will never even see one on the streets or anywhere.
You would need to sell millions of them before they became a product that you see reasonably regularly on the streets or where ever
