The reason is very possibly promotion, advertising and/or inducements. ie: Download this app and receive $1 call credit on your mobile account etc. Or just general curiosity + 10 minutes of free calling around the world to virtually any number.
Whilst there are a few misguided souls using WP, there aren't that many active ones from what I can make of the statistics.
Same deal with ZIP, millions of downloads, millions of dollars spent advertising - but so far not even a million in revenue (let alone profit). Some seem to think that 'getting downloads' is an achievement. If you have cash to spend, you can achieve downloads very easily.. as demonstrated by ZIP, NOR and many others. Converting users to genuine, engaged, paying customers. Thats where it appears to be much tougher.
