    One thing I do not understand, 1) If the advance payment is linked to the signing - why don't they state that in the initial announcement and 2) Why they nominated payment is due on or before 31 /03/2016 knowing very well this thing take a bit of time to get formalize.
    Lesson learn for the management I guess.
