My take on that 'no dividends' is this FY year. Next FY I'm assuming it will be assessed again agonist some criteria agreed with lenders. For example, if trading (cashflow) is greatly improved and the trading environment is de-risking then it could be installed FY17.
So no dividend this year (we knew anyway), possibly dividend next year depending on criteria set.
I agree though, it would be good to know a little more detail around that particular dividend statement.
Another way to look at is dividends hardly matter from a low base. Like many high growth stocks do not pay a dividend. Investor's can create their own dividend if want an income.
