I'd be over the moon if it was a straight up finance ann but I think it'll be confirmation that the process can now begin (unless of course SMS are putting up a BIG chunk of their own capital) . There's a possibility the ann could include approval for "in-principle eligibility" of Germany's UFK
This is basically step 1 if we're looking at working with the Germans for finance. From there we could expect the usual process/due diligence from a bank like Kfw.
