So 10% of individuals pay 46% of total tax received. I believe it is over 50% but at this time of night I won't press the point.
How does "fair" say that the bottom 50% who pay no net tax MUST get the same dollar value out of tax reform as those that may be paying millions? Is this "pandering to millionaires"? Hardly.
