If as you assert, M4 will change everything and the implication is that the SP will fly, then can one assume from the current SP that M4 itself is in doubt?
Either Mr market thinks so, or it is not as convinced as you are. Maybe M4 will be announced with a third rate company that no one has ever heard about.
Or maybe M4 will be so delayed that another CR will be required?
