Really! Do you notice that these " chem trails" are always at high altitude, you never see them at low attitude where most flights around Cairns occurs.
Now if you wanted to spray a population wouldn't it make more sense to release it at low altitude?
How much of the " chem trail" would reach it's target from 30 000 plus feet?
Not many high population centres around Cairns so why even bother?
