I think the point is... that the money was invested in a pipeline in the 1980's for the obvious reason that recoverable OIL was discovered.

Also if you look at the pictures of the old Conoco drill site, there are piles of casings in the back ground. Why bring up all that infrastructure if oil had not been discovered ?

The oil is there, the old well is there... its like discovering King Solomon’s mines... very romantic really :)
