From memory whole new uniforms cause of the new camouflage....
And not sure if correct but think navy don't have FR cause it's uncomfortable and can't freely move with it on in confined spaces on the boat.
Also think some non combat uniforms were also going to be FR so increasing the amount of garments also...,
There were other things besides uniform being FR but can't remember of the top of my head..
