speaks for itself.
Once they explore - they are then 'informed' - once they are informed - then, they would be 100% culpable if they didn't move to investigate and remove toxic uniforms via duty of care - and, also they would be culpable if any soldier got burns from wearing non FR clothing (safe, environmentally friendly FR)-
we must remember that soldiers are at risk of attack even when not on operations - bases are at risk etc.
