I'm not sure if there is a hard and fast rule about it, but other companies reporting late have been suspended on October 1. So CMQ probably only has to the end of the month to report.

Companies reporting late or at 4:30pm on the last day are often associated with having big losses, qualified audit reports, or other matters that they didn't really want to disclose to the market.
