I am pretty sure KNL is the "1 graphite" from 2015:

"In 2015, plans for six of these projects (3 copper, 2 niobium, 1 graphite) had already progressed far enough for the Federal ministry for Economic Affairs and Energy to confirm the in-principle-eligibility for cover in the light of raw material policy considerations"

KNL received in-principle eligibility confirmation.

You will note that this is the 2015 annual report, so further progress KNL has made since the cut-off date of this report will not be included.
