    The Pakistani Islamic Council - given the Sharia Law status in Pakistan - would have a fair say in what happens in Pakistan.

    That's why the heading refers to a "future" action
    otherwise the title would have stated
    "Pakistan allows husbands to lightly beat wives"

    Just a minor clarification.
