Let's be sure here: It is not that the company is withholding material info. It does have material info but it does not have all the info. It is gathering all the info that is required for investors to know so as to:
1. Avoid info extrapolation (basically rumors/speculation) that could drive the sp up or down, in case only partial info were to be released
2. Release all available relevant info to investors at one go
The time taken to gather and prepare all the info = trading halt time.
