A seemingly sound hypothesis, again highlighting the issue that there is a vacuum of material information and the natural inclincation is that if you can't be upfront then it can't be pleasant.
Surely had they achieved your latter scenario, though, wouldn't you be tooting the details because as a shareholder I'd be pretty happy with that ballsy approach.
