They converted options into shares, so it doesn't really indicate anything other than the shares are above 1.5 cents (the exercise price) making it a foolish idea not to do so. They would be throwing money away if they didn't do it due to the option expiry date in 1 month, so it's not particularly a vote of confidence in this case.
