    Doc,
Shares have to be issued to be placed in Escrow.

If I remember correctly, these shares were voluntarily placed in escrow after the back-door takeover of ICM. Orginally Optima Computers was a private company who went public to raise funds for expansion, and the vast majority of shares issued to the owners (namely Ung and another) were placed in escrow not to spook the market.
Ung has never sold any that I recall, and From my few email contacts I've had with him, believe he's in for the long term.
Why Not ask? [email protected] (company sec)

Here's another tidbit I've just dug up:
    http://www.optima.com.au/News.asp
"Optima is the only supplier to offer Queensland schools advanced security features including a special lock device that bolts the PC to the table and STOPWeb software that alerts a central call centre to its location if the product is reported stolen. This is considered to be the first vendor-designed complete security package for the education market in Australia."

Seems I just saw Bob Carr talking on the TV about NSW schools only buying PC with this locking device
