I can safely assume you aren't a civil engineer. They can spell, form sentences and use basic grammar.
Engineers don't say "we want Edencrete". They produce detailed specifications and the project manager puts out tenders. EDE will only get a contract if they can comply with all the specifications at a competitive price.
IMO engineers aren't going to use a relatively new experimental material material until they have solid long term field test data.

There is no evidence that the GDOT engineers have endorsed Edencrete. They have simply tested it and approved it for Class B (general purpose) concrete following normal protocols.
The subsidies are conditional on EDE building a factory and employing 250 people. There are no special favours or deals involved.
