Janti, the Consumer Protection Law seems quite clear to me. If a product is defective I believe the Manufacturer is at fault. If the product is found to be tampered with in some way, the owner would assume fault.
In my experience, the first point of contact if the item is imported is the prime importer of the goods.
Entirely IMO, I am not a lawyer.
