It's the longest game of musical chairs I've ever seen. Someone's nose is getting longer.
The music is still playing as there's 'funding for 4 years', which is really funding to keep Management employed.
Their only source of revenue is CRs and R&D concessions, which could be the reason they've 'invested' in the graphene tech.
