Most of these grubs are first or second generation migrants so should have citizenship of previous country.
However if they are not duel citizens then,
1) close the Mosques they were frequenting to punish the other Muslimes, this will cause the "moderate Muslimes" to report these grubs since they wouldn't want their mosque closed!
2) seize assets of these grubs to compensate victims.
3) remove any state BENIFITS that are paid to family members of terrorist.
4) the mosque they frequent should be thourghly investigated to see if they have known or urged this terrorist act.
5) stop more mosques from opening and having Islamic fanatical so preaching.
6) ban the Muslime dress code including full face covering!
These would be a start if you can't deport them, they will leave eventually.
I did a job for a Muslime, his wife would hide in bedroom so we males couldn't see her.
