It is NOT the Govt that has restricted the research etc...
It iS....
The rules are applied by the Australian Securities and Investments Commission to initial public offers, but the Telstra sale is a secondary offer with a prospectus. These rules hark back to the days when investment bank analysts were thought to be compromised by the demands of their investment banking arms for fee-paying corporate business. Since the Sarbannes Oxley Act in the US a better separation of the research and selling arms of global banks has been enforced.
