Just a clarification: the Senegal govt as such, owner of SNE, does not have pre-emptive rights (although it must approve all changes to the JV composition.) but, Petrosen, as the national oil company (NOC) and 10% JV holder, does have all the usual rights as a JV member, including pre-emption.
