FAR can only pre empt for itself.
If FAR has say a sugar daddy who wants to fund the cost of the pre emptive rights then FAR can't sell them onto the sugar daddy as then CNE will have pre emptive on that sale.
I suppose FAR could issue the sugar daddy lots shares to fund the purchase but then FAR just becomes a slave to the sugar daddy.
Hence there can't be a sugar daddy deal as it not fair to the current serfs i.e. us share holders.
Time for the blinking to start to happen and it doesn't have to be WPL.
LOTS of other major players would be circulating round FAR at the moment.
