hdr management have stated that they have not been actively participating in the mauritania decision making because they are of the opinion that they pay wpl enough money to make the decisions for them and they dont want to add to those costs by providing a company geo to represent their intersts.
if you think hdr are absolved from all responsibility, good for you.
