I don't think there is much uncertainty with the Amer offer - you find me a shareholder willing to vote yes and I will reward you with a chocolate fish.
As for the shortfall, I think once the company confirms that it will not be offering any further shortfall then we will really begin to see things kick off.
I personally avoid buying shares under a current shortfall (except that one time with MBE a few weeks ago) because I, like everyone else, gets the sense that if I pay more than the shortfall price then some shrewd shareholder will just get more issues at a cheaper price and sell it down.
