I think you will find that the grant decision for the GIMP is for the additional non wave energy/desalination infrastructure. CWE has already secured the funds for the Ceto 6 array. I presume they had to wait until all of the detailed planning for the rest of the micro grid was complete.
The expense and complexity of a wave array is greater than for solar + storage. EMC have shown that they can manufacture and deploy their technology quite rapidly. I don't think it will be EMC, ABB or Makwater that will be causing any holdups.
The WaveHub array is planned for 2018, so knowing how much they can get in grants now, would allow them to raise further funds from other sources if needed. I think it would be unlikely that they could do anything until all the funds are secured.
