    Why would some try to cap the stock? The major shareholder, I am sure, would not mind a higher price.

    Everyone else maybe to accumulate chaper, but is not worth the effort if your investment is not significant - so you will hit reporting levels eventually. If we dont see it, its small or just trading ...
