Below is the latest Chinese official data released on 02/08/2016 by the National Health and Family Planning Commission:
China's breastfeeding rate has gradually increased. The fourth national health services survey conducted in 2008 showed that the breastfeeding rate within 6 months of birth was only 27.6%; but the fifth national health services survey conducted in 2013 showed the rate had risen to 58.5%.
There is no offical data for the rate in 2014 and 2015 yet.
As for why Chinese parents don't like to give birth in the year of the Goat, it is simply because of an old folklore which says that baby borne in that year are unfortunate, and people believe this.
