The purpose of the DFS is really to drive funding and other preparations so there's not much point waiting until the funding or timeline is established to release it.

Apart from all this it was stated it would be ready around now so there's no indication that it will be withheld from the market for an extended period. If it wasn't for the merger we probably would have had it already.
