Wouldn't be a matter of WPL going and saying we want to pay more! WPL have a contract that can be PEed
Just say pure speculation, WPL is told by FAR/ CNE, we have a deal with a third party on the table and are going to PE, do you want to talk? If you want to talk then that will take time. If you want to talk we need you to grant an extension. Yes or no".
WPL says "no", WPL walks away with nothing.
Says "yes", and is still party to ongoing negotiations whatever they are.
