I agree that until the kimberlite exploration licence is stamped and approved, there is an air of uncertainty which will inevitably have some effect on the share price, but having no control over 'the cash account', I'm not sure that's entirely fair.

I haven't read anything to suggest that Lucapa is not in control of the operating / local cash account - on the contrary they are the Manager of the concession and so you would assume they are in full control.

Would you care to back that up @Kots0?
