The numbers that you mentioned do account for open short positions as of the survey date. However, day-to-day short volume can be checked at places like FINRA (http://regsho.finra.org/regsho-Index.html) or in graph format here: http://www.shortanalytics.com/getshortchart.php?tsymbol=nvgn. Today, FINRA recorded a total volume of 90,029, with 43,440 of that being short volume, or about 48%. Although FINRA does not record volume from all exchanges, it gives a good idea of how much of the trading was long/short for the day.
