Tullow doesn't need to be picking up shares atm, they will wait for the vote. People who r buying now are hoping for a higher bid. If it doesn't happen as the vote gets close, then the shares will start trading at or under the shareprice (reason they often trade below a bid price is because people would rather take the money now instead of holding until for a possible no-vote or tying up their money )
